PINCER sebuah Ekosistem Teknologi Yang Lengkap untuk Membina Bisness Yang Innovatif dan Kreatif di Negeri Perak








PINCER adalah sebuah pusat sumber teknologi yang dibangun oleh PKNP di bawah projek Perak Hi-Tech Park (PHTP). Kini ianya telah bersedia untuk menawarkan khidmat dalam bidang rekabentuk produk (Product Design) dan kandungan kreatif untuk usahawan dan industri setempat di Negeri Perak, Negara dan Antarabangsa. Ia bakal menjadi pemangkin kepada pertumbuhan beberapa kluster industri yang telah di kenal pasti di Negeri Perak seperti industri BioD dan Bioteknologi.

PINCER adalah satu-satunya pusat yang menawarkan sumber teknologi dan kepakaran dalam dua aktiviti asas industri secara bersepadu dan setempat; iaitu dalam Rekabentuk (Design) untuk bidang “INNOVASI” dan Kandungan Kreatif (Creative Content) dalam bidang “KREATIF”
Objektif PINCER adalah seperti berikut:
a) Memperluas dan menambah nilai industri-industri yang sedia-ada di Negeri Perak dengan menggunakan innovasi dan kreatif sebagai pemangkin serta agen pemudah.
b) Mengujudkan bisness-bisness baru berasaskan Innovasi dan Kreatif di Perak.
c) Mempercepatkan kesediaan Negeri Perak untuk terlibat di dalam industri Kandungan Kreatif dan Rekabentuk termasuk menjadi pusat pengeluaran rekabentuk dan kandungan kreatif antarabangsa.
d) Mengambil peluang di atas kekayaan budaya, seni serta warisan sejarah Negeri Perak dengan mengeluarkan produk kandungan kreatif dan rekabentuk yang bercita-rasa tempatan tetapi bertaraf dunia.
e) Menafaatkan pembangunan kepakaran, modal insan serta kemudahan-kemudahan infrastruktur yang ujud secara terbaik.
f) Penyambung di antara kreativiti masyarakat setempat dengan teknologi dan pasaran (tempatan dan antarabangsa) untuk tujuan yang memberi kebaikan serta pulangan untuk semua.

Untuk mencapai objektif-objektif diatas ciri-ciri utama PINCER adalah seperti berikut:
a) Direkabentuk mengikut piawai antarabangsa tetapi dalam saiz sederhana.
b) Berskala besar dalam beberapa sistem disamping walaupun kecil tetapi memenuhi kehendak ekosistem industri Kandungan Kreatif dan Rekabentuk dalam sistem yang lain.
c) Pusat yang relevan dan memenuhi kehendak industri Kandungan Kreatif dan Rekabentuk.
d) Menjadi perantara di antara rekabentuk dengan pasaran komersil (Design-to-Commercial).
e) Menjadi penghubung di antara usahawan tempatan dengan pasaran tempatan dan antarabangsa.
f) Berhasrat untuk mengeluarkan pakar serta usahawan di dalam bidang Creative Production dan Creative Creation.

Seluruh warga PKNP dan pihak pihak yang terlibat dalam membangunkan PINCER amatlah berbesar hati dengan Lawatan Kerja dan ”Soft Launching” yang dibuat oleh Y.A.B Dato Dr. Zambry bin Abd. Kadir ke PINCER serta memohon restu dan pertolongan Allah SWT agar usaha ini mencapai matlamat dan tujuan yang telah ditetapkan.

Managing A Technology Resource Center Development Project – Initiation & Planning (1)

This and subsequent pieces (maybe?) shall be my sharing on managing from vision to implementation a technology resources centre project in Malaysia.

We (I and the team) were engaged into this project with following information and this is gathered after several discussions with project owner:
• The Project is initiated by a committee of the State’s ICT initiative.
• The Centre shall house 3 separate functional centres integrated together in a newly constructed building.
• The Centre development Objective and Vision are towards:
1) Playing a major role in enlargement and enrichment of existing core industries in the State using ICT as enabler.
2) Creating new economic sector in areas of ICT industry in the State.
3) Shall be self sustainable

And then we try to gather more information on the followings:
1. Stakeholders and their role in the project
2. Their perspective of what the project is all about.
3. Resources available and committed for the Project.
4. The expectations.

Initially, we taught that this project is going to be relatively easy to plan as the key stakeholder had been identified and was in control. However, apart from the information that we have gathered above, more details on the project is not available. Others in the organization were not that clear of the project purpose and how to implement it. Is it not that supposed to be our job? Yes, that was true if we, the one that had been assigned to take up this project, had been well received by all of the stakeholders other than just the key stakeholder; and everybody in the organization work as a team. Then come another problem where the State has created a new body to oversee monitor and manage project of this nature instead of just managed by the committee.

Content For BioDiversity

On 27 April 2010, I have attended a workshop organized by Perbadanan Kerjaan Negeri Perak (PKNPk) at Perak Techno Trade Centre (PTTC), Meru Raya, Ipoh, Perak. The title of the workshop is “Bengkel Pembangunan Industri Cluster CBioD dan Pembangunan CBioD City di Bandar Meru Raya sebagai salah satu initiative Perak Hi-Tech Park (PHTP)”.

The workshop is to seek opinions and to prepare stakeholders towards PKNPk’ effort to make CBioD (Conservation of Bio Diversity – Conservation of living things for the benefits of present and future of mankind) initiatives as source intake for new emerging industry, creating flagship and cluster of CBioD based industries and contributing towards the K-Economy effort of the Perak State. Content on BioDiversity is the core industry cluster in this initiative.

About 54% of Perak is still covered by tropical rain forest of around 140 million years old and is rich in marine and inland water biodiversity. This is viewed by the State as a big advantages and in the words of PKNPk CEO, Dato’ Samsuddin “Throughout his career he has not come across industry or business activities that requires to conserve biodiversity or living things in the process of doing the business”

The CBioD initiatives in Perak started in 2002 when PKNPk was given 9,000 acres of forest concession and had decided to implement a sustainable forest management scheme. They were awarded by Forest Stewardship Council (FSC) a certificate in 2008 after complying with all the requirements of the Body. Then in 2008, FRIM, UNDP and GEF have come forward with a fully funded initiative of developing a Conservation of Biological Diversity through Improved Forest Planning Tools Project at PKNPk’s land in Temenggor-Belum area (www.cbiod.org). The key in this initiative is to audit, realize, preserve, develop and benefits from the biodiversity rich land area in Perak though Intellectual Property (IP).

The workshop members supported the initiative of Perak State. However, the biggest challenge as viewed by the workshop members is that although Malaysia is a member or had signed a Convention Of Biological Diversity in 2009 (www.cbd.int) but had not put up any law on biodiversity access and benefits sharing except for Sabah and Sarawak. The members felt that Perak State should initiate its own Act as soon as possible without waiting for the Federal Government. Immediately the State should form a body to regulate, monitor and control the biological diversity areas in Perak.
The Convention on Biological Diversity (CBD) is an international legally-binding treaty with three main goals: conservation of biodiversity; sustainable use of biodiversity; fair and equitable sharing of the benefits arising from the use of genetic resources. The Convention covers biodiversity at all levels: ecosystems, species and genetic resources. It also covers biotechnology including through the Cartagena Protocol on Biosafety. In fact, it covers all possible domains that are directly or indirectly related to biodiversity and its role in development, ranging from science, politics and education to agriculture, business, culture and others.

Why Content ?

Recently, I am involved in the creative content business both online and offline. This makes me appreciate and view content from a different perspective. How important it is to business and everyday operation of each organization.

Prior to be in this business, I was looking at content just to fill into the form, body or templates that had been created. Most of the times the content is driven by the form and available templates created. Being driven but not driving the websites which in the first place created for them.

Now I tend to look into content in a different way. We should not be busy in doing the method of delivering content but not perfecting content itself. Thus, this blog is trying to put forward the important of undertaking content seriously. Also, I would like to bring people to view content in a more holistic way and implied it to content of our life.
