This and subsequent pieces (maybe?) shall be my sharing on managing from vision to implementation a technology resources centre project in Malaysia.
We (I and the team) were engaged into this project with following information and this is gathered after several discussions with project owner:
• The Project is initiated by a committee of the State’s ICT initiative.
• The Centre shall house 3 separate functional centres integrated together in a newly constructed building.
• The Centre development Objective and Vision are towards:
1) Playing a major role in enlargement and enrichment of existing core industries in the State using ICT as enabler.
2) Creating new economic sector in areas of ICT industry in the State.
3) Shall be self sustainable
And then we try to gather more information on the followings:
1. Stakeholders and their role in the project
2. Their perspective of what the project is all about.
3. Resources available and committed for the Project.
4. The expectations.
Initially, we taught that this project is going to be relatively easy to plan as the key stakeholder had been identified and was in control. However, apart from the information that we have gathered above, more details on the project is not available. Others in the organization were not that clear of the project purpose and how to implement it. Is it not that supposed to be our job? Yes, that was true if we, the one that had been assigned to take up this project, had been well received by all of the stakeholders other than just the key stakeholder; and everybody in the organization work as a team. Then come another problem where the State has created a new body to oversee monitor and manage project of this nature instead of just managed by the committee.
